Willis T. Carter

Willis Carter began his fire service career in April of 1972 when he joined the Shreveport Fire Department which was at the time comprised of 500 members.  He began his service as a firefighter and moved up to Chief of Communications serving a total of 36 years until his retirement in 2008.  During his tenure, Carter was responsible for the management and operations of the Fire Emergency Communications Center and the Information Technology Division with a combined staff of forty-seven.  Since 1985 Willis has been an active member of the Association of Public Safety Communications Officials, Inc. (APCO)  In 2004 he sought, and was elected to the national office of Second Vice President of APCO International and served as the 74th President of APCO during his 2007-08 term.  After his retirement in 2008, Carter formed Willis T. Carter,  LLC. offering public safety communications center consulting and management services.  His company currently provides professional management services to the Natchitoches Parish Communications District located in Natchitoches, Louisiana.  In 2012, Willis joined two longtime friends and colleagues in forming Presidential-Partners Consulting, LLC., a firm offering a variety of public safety communications related services.
